WHAT IS THE PGLD - Privacy, Governmental Liaison and DisclosureDIVISION?

Vacancies Will Be Filled In The Following Specialty AreasPrivacy, Governmental Liaison and Disclosure (PGLD), Governmental Liaison, Disclosure and Safeguards (GLDS)
The following are the duties of this position at the full working level.
- Develops a review plan and selects the methods and approaches to be used, considering the size, scope and extent of the review. Reviews safeguard reports and conducts a pre-assessment of the organization's safeguarding posture. Preparation includes work plans, scheduling, computer security assistance needs, and the sequence of operations to accomplish the annual safeguard plan, etc.
- Coordinates with officials of the agency involved in the review and with computer systems security staff involved with the review, as applicable, to analyze the formal structure of the organization and the flow of Federal tax information throughout the agency.
- Analyzes the relationship of the agency under review to other agencies, bureaus, or departments with which tax information might be shared (i.e., Social Security sharing with State or local governments and any contractors/subcontractors) to determine whether the disclosure and use of Federal tax information conforms to disclosure regulations and the Privacy Act.
- Conducts an opening conference with Head of Agency or delegate and explains the nature/purpose of the review. Presents safeguard awareness training for organization employees during the safeguard review, as needed.
- Conducts an in-depth, on-site review to assess the physical security posture of the agency by inspection of multiple business units, processes, and locations. Interviews agency employees to gather information regarding processes and procedures as they relate to Federal tax information. Analyzes policies, regulations, and work methods to determine if the agency is properly protecting tax information. Serves as the overall review lead and coordinates access for the computer security portion of the review.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

- Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240))
- Undergo a review of prior performance/conduct and an income tax verification. If you are not in compliance, you will be determined unsuitable for employment with IRS.
- This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. - Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.

QualificationsFederal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.
You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal Service.
- SPECIALIZED EXPERIENCE GS-12: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience with the theories and fundamentals of the Federal tax system such as the U.S. Tax Code (particularly Subsection 6103), The Privacy Act, Internal Revenue Manual, and other tax related regulations. Experience with theories, principles, and techniques related to auditing and analysis, as well as investigative techniques regarding safeguarding information. Experience communicating effectively, both orally and in writing, to share complex, sensitive information clearly with Federal, State, and local agencies. Experience in Federal information security requirements including Office of Management and Budget guidance and the Treasury Security Manual; incident reporting requirements to protect sensitive information is also required. SPECIALIZED

- Tour of Duty: Day Shift - Start and stop times between 6:00 a.m. and 6:00 p.m.
- Alternative work schedule, staggered work hours or telework may be available.
